Carter founded Shorts International in 2000.  Coming from a background in both investment banking and law, Carter and his team have built Shorts International into the world’s leading short movie entertainment company, functioning as distributor, broadcaster and producer. With a catalogue of over 4000 short movies, Shorts International represents every genre across multiple platforms. Catalogue titles include past Oscar® winners and nominees, festival favourites and revered classics. Through theatrical distribution efforts, the company brings the annual theatrical release of The Oscar® Nominated Short Films to theatres across the US and Canada and Europe. The event is now a firm fixture in the release schedules and in 2014, grossed over $2.3 million at the US box office – a 13% increase from the previous year—and ranking it at 19th in terms of US box office for all limited release films in the USA in 2014.

ShortsTV™ is operated by Shorts International, the world’s leading short movie entertainment company with the world’s largest movie catalogue dedicated to short movies. ShortsTV™ is available in Belgium, France, Luxembourg, the Netherlands, Romania, Finland, Slovakia, Serbia, Croatia and Eastern Africa. ShortsHD™, is available in the United States on DIRECTV, and AT&T U-Verse and also Century Link, Frontier and Sonet cable systems. Shorts International also operates Shorts™, the short movie on-demand service available on iTunes movie stores in 54 countries. Since 2006, Shorts International has produced the OSCAR® Nominated Short Film theatrical release, distributing it to cinemas across North America and Europe with its special global media partners. The company is headquartered in London, England with the US office in Los Angeles.

Before launching Shorts International, Carter worked in Eastern European/Middle Eastern market origination and corporate finance for Bankers Trust, a leading US investment bank that followed his work as the legislative director and chief counsel for U.S. Senator Hank Brown.

Carter, originally from Terre Haute, Indiana, received a B.S. from the U.S. Air Force Academy, a J.D. from Georgetown University, is a member of the New York Bar and attended the London Business School Corporate Finance Evening Program.
